6.1 Leveling as frost
Putting your talent points into frost is a good idea for leveling. While it's true that frost is not as damaging as fire, it is very mana efficient and allows for taking on multiple mobs and easily dispatching accidental adds with relative ease and safety. Fewer corpse runs and less frequent drinking breaks make for faster leveling overall. With the changes to experience gains between level 20 and 60, you will spend most of your time solo questing and the tree offers great synergy with all of your frost abilities.
Leveling Frost
Level 10-20
Your first points go into imp frostbolt for a faster main nuke. Your net three points in permafrost should improve your survivability notciably. Put two points in ice shards for bigger crits, with the last point in icy veins.
Glyph: For leveling, you do NOT want to glyph your frostbolt, as the main advantage to leveling frost is from the survivability from the chilled mobs. Glyph of frost nova is probably best you can find at low levels. Minor glyph your slow fall.
Level 21-30
Fill ut ice shards, then points into frostbite, then shatter for increased crit. Fill artic reach for increased range, with your final point in coldsnap.
Glyph: Skip the major glyph for now.
Level 31-40
At this point, mage DPS begins to ramp up and you will be easily be able to fight things higher level than you. Points into precision now will help. Also fill out ipiercing ice for damage and winter's chill for more cit, with your last point in ice barrier.
Glyph: I like major glyph of ice barrier here.
Level 41-50
First five points into arctic winds for increased damage, then fill out Emp Frostbolt and fingers of frost. You will be critting like a madman. last point goes into picking up the elemental.
Glyph: The remaining minor glyphs are very meh. Either minor glyph or arcane int or frost armor here.
Level 51-60
At this point, you've got all the good stuff in the frost tree. You first five points can be put whereever you like to unlock brain freeze. I personally like frost channeling for greater mana efficiency and shattered barrier, but really anywhere will do, as long as the last five go into brain freeze.

It costs 1 gold to reset your talents the first time, then goes up every time you do it. Gold is extremely easy to get by the time you reach level 80.
